Introduction to Economic Evaluation with Special Application to Non-Communicable Diseases
Cairo, Egypt 16-18 December 2012

A three-day capacity-building workshop was organised by WHO-EMRO to introduce researchers from partner academic and research institutions in the RESCAP-Med project to the principles of economic evaluation of health care programmes and its application as related to NCD prevention, surveillance and management.  This was the first of a series of workshops aimed at building research capacity in the area of Economic Evaluation in partner countries.

Aim and Objectives

The aim of the Workshop was to build national research capacities in the area of Economic Evaluation of health programmes.

By the end of the workshop, participants would be able to:

  • identify the fundamental purpose and use of economic evaluation to aid priority setting in the health sector;
  • distinguish the features of the various types of Economic Evaluation;
  • use Economic Evaluation results to aid priority setting and encourage immediate action to monitor, manage and prevent non-communicable diseases in country-specific settings.

Content

The workshop covered the following topics:

-          Principles of Economic Evaluation

-          Types and features of Economic Evaluation; e.g., Cost-Effectiveness, Cost-Utility and Cost-Benefit Analyses

-          Country-applications of Economic Evaluation to aid priority setting and encourage immediate action to deliver an effective, realistic and affordable package of interventions and services for people with NCDs.

The two day workshop included formal presentations, interactive discussions and group exercises on the main topics to familiarise participants with selected country applications.

Participants

A group of researchers from the six RESCAP-Med-Mediterranean partner institutions (three participants from each partner country) in addition to selected health economics and health policy experts from a few other EMR countries and relevant WHO staff were the target audience for this workshop. In total 13 participants attended.  There were 3 participants from Jordan, Turkey and Tunisia and 2 participants from Palestine and Lebanon. Due to socio-political instability within the country there were no participants to this workshop from Syria.   The participants were mainly female and early and mid-career researchers (Table 3.2 and 3.3).

Dr Awad Mataria from WHO/EMRO designed and co-ordinated the workshop with help of Dr Kaan Sözmen form Dokuz Eylül University of Izmir and Dr Sameen Siddiqi from WHO/EMRO. Dr Shahaduz Zaman, from Newcastle University, participated as an observer.
