Carlos has been the Director of the Institute for Regional Development (IDR) since 1989. His academic background is in both regional economics and economic policy, having obtained his first degree from University of Barcelona, and his PhD from University of Malaga. He was a lecturer at the University of California, Berkeley and the University of Malaga prior to moving to the University of Seville in 1976, where he currently holds the positions of Full Professor of Applied Economics and Director of the university programmes Socrates and Erasmus.
Carlos has also undertaken research at Standford University, California (1974-1976) and the Universities of Exeter, Belgrade and Budapest.
Nationally, Carlos is a member of various committees such as: the Advisory Board of the Institute for Andalusian Economic Promotion, the Andalusian Economical Workshop, the Andalusian Environmental Workshop, the Board of Trustees of the Andalusian Association of Regional Science. Carlos is a member of the Council of Editorial Staff of the Andalusian Studies Magazine, the Advisory Board of the Review: "Cuadernos del Este," the International Commission of Experts for the Sustainable Development of Doñana National Park and its environment, and the Committee of Expertise of the Andalusian Economic Development Plan.
Internationally, Carlos has been a member of Urbinno Network and the Scientific Committee of the STEP Programme (European Union D.G.XVI). He is the Director of the Spanish line of the EU research programmes ENVINNO and UNIREG. He is also advisor to the General Direction of Science, Research and Development of the EU Commission.
