TIMv2 application downloads updated

The suite of applications have been updated to the following build numbers: M4BaseTraffGen.exe -> build 1.0.3, M4FleetPollProc.exe -> build 1.0.1, M4InitialiseProject.exe -> build 1.0.2, M4RegPollProc.exe -> build 1.0.4, M4RegTimeGen.exe -> build 1.0.2, M4RegTraffGen.exe -> build 1.05. Each application has been altered with a number of minor bug-fixes, cosmetic changes. For M4RegPollProc.exe, the ability to select separate units and decimal place precisions for overall and hourly emissions, has been added.
